MSP (Managed Service Provider) for workforce management is a service model — similar to RPO for permanent hiring — where a third party manages your contingent workforce program on your behalf, typically using a VMS as the technology layer. MSP tools are the software that enables those service providers to operate programs at scale across multiple clients.
With a self-managed VMS, your procurement/HR team operates the system directly. With an MSP, a service provider operates it for you — managing supplier relationships, compliance, rates, and reporting — while the VMS is the underlying system both you and the MSP interact with. The distinction matters for tool evaluation: self-managed programs need intuitive user interfaces for occasional users (hiring managers), while MSP programs prioritize operational scale tools for the MSP's dedicated program managers.
MSP is typically worth it when: (1) contingent workforce spend is large enough that dedicated management adds clear value, (2) internal expertise to manage supplier relationships and compliance doesn't exist or isn't core business, or (3) you want volume leverage across multiple clients that an MSP can bring through its pooled relationships with staffing vendors.
